#5563 confusing save boxes on /auth/prefs

There are two "save" boxes near the bottom of https://sourceforge.net/auth/subscriptions/, one for subscription settings, and one for email format. Especially due to their proximity, I imagine that they may get easily confused.

    See if it works to make this a single form. If not, re-arrange somehow so it's not confusing. Maybe put the email prefs form first. Or on a separate page (and add it to the top account menu). Or something else that you think makes sense.

    I'm pretty sure the bottom form (beneath the horizontal rule) has different options in it depending on the auth methods enabled, so make sure changes work well with either configuration.

    Actually, bottom form has options statically defined in a template. There is a form under /auth/preferences/ which depends on auth methods, but these forms are unrelated.
