#557 downloads: button non-functional on "p" neighborhood pages

When I upload files to my "natetest48" project on sourceforge, the download button doesn't appear.
It looks like it is trying to load the button from:
/projects/natetest48.p/best_release.html
which gives a 404, when it should be loading from
/projects/natetest48/best_release.html

This was due to the show downloads checkbox not being on the admin page. It's fixed now.
