On two occasions we've seen tickets where the labels are all removed during a simple edit where the user did not intend to remove them. No pattern or hint as to why they were cleared out yet. I think we should inspect the JS on the form edit mode.

I reliably saw https://sourceforge.net/p/allura/tickets/4943/?page=1 omit the tags when clicking on "edit". https://sourceforge.net/p/allura/tickets/4943/ worked fine. Now (after I made an update on that ticket), both URLs seem to work.

If it's an issue with the label editor JS (I don't know if it is or not), we need to switch to a different one anyway - see comments on [#4648]
