#5614 Adding users by ID vs. username
I've run into a few cases now where users would try to add developers by their SF user ID number, this will appear to work from the admin side, but the user added won't actually have the expected permissions.
eg. user "Chomp Chomp Goat"/3879679 on https://sourceforge.net/p/fancypants/admin/groups/
So, we should either:
- translate the user ID to the username, so folks use either when adding them to the project or
- not accept user IDs on the user permissions page.
