#5740 Moderated ticket creation

For comments, it is possible to have moderation.
It would be nice to have it for ticket creation as well, because
- Spammers can create new tickets for their garbage.
- Trolls and mischievous people can use new tickets for their ugly hobby/profession.
Yet, it is nice to be possible to get feedback from all users, not only from registered sourceforge users (which are far more likely to be a techie than the average software users.
