#6096 Provide overview of all of a ticket's attachments

It would be very convenient to have an overview of all attachments to a ticket.
One aspect of this is that the classic->allura import can hide tickets in the discussion section while they were displayed centrally in the old tracker.
Implementing [tickets:#5709] (improving pagination) would also help for this.
