We should have a strongly worded warning when someone tries to delete a tool:
Warning: This will destroy all data in this tool and is non reversable! (Delete/Cancel)
By default, the user should choose to cancel if they hit enter.

I found two issues with this. When not logged in, I see the warning text rendered at bottom of page. And when I actually see the dialog, the text/buttons float with no background. Tested in Chrome and FF.
Maybe some CSS didn't get checked in?
