#6582 Refactor Tracker Globals field into app.config.options
Most of the fields on ForgeTracker's Globals model would be better suited as options in the tracker's AppConfig. Additionally, the unqualified collection name "globals" is confusing / misleading.
The bin count caches might need to stay on a separate collection, but that collection should be better named.
