The forum/topic list page needs some updating. Here is the original mock from wes:
The forum list interface should look like this:

The forum-specific interface should use the same layout, but include more rows (default to 50, user selectable), and include pagination controls.
Also notice the "new topic" interface provides 3 fields: title, comment, and tags.
Our sidebar is correct -- ignore the sidebar in the mockup
