https://forge-allura.apache.org/p/allura/git/ci/master/tree/README.markdown is rendered as markdown but https://forge-allura.apache.org/p/allura/git/ci/master/tree/INSTALL.markdown is not. There are a variety of markdown file extensions to consider; the github wiki importer has a list of them named markdown_exts
