Since site_style is editable by neighborhood admins, we currently regenerate it on every request, but what I'd rather do is add a version number to the site_style url path, so that we can set browser caches for a long time, and have some cachebusting foo.
Alternatively, we could make it completely static, and serve it up the way we do other static files.
