#7327 text area on create ticket screen should not allow horizontal resize

The text area on the create ticket screen allows horizontal and vertical resize.
horizontal though breaks the design.
If you make it wider than the design, the text area is only displayed partially and without scrollin opportunity.
If you make it narrower than intended, the lower Preview button appears on the left of the text area. (Maybe this should prevented additionally in case a browser doesn't respect that only vertical resize is allowed.

And for the textarea in the edit ticket screen it is even worse, horizontal resize is allowed, but vertical resize is forbidden. Exactly opposite of what would be usable.
Diff:
Fixed with [#7897] it can only resize vertically automatically, or go into fullscren mode.
