#748 User subproject: discussion boards permissions [12539]

When making a subproject in my "user project" and in that sub project, making a discussion tool, this discussion tool is not accessible for configuration (or anything else for that matter).
When trying to access its configuration, a 403 error is thrown.
This does not happen when making a discussion tool in the main project.

I get a 403 error when trying to access the discussion tool's options: https://sourceforge.net/u/ctsai/subproject/admin/discussion/options
Or if I try to access the URL for it directly (the tab for it is missing): https://sourceforge.net/u/ctsai/subproject/admin/discussion/
I can't reproduce this after the user project cleanup work. Reopen if there's still a problem.
