#7505 suggestion: dont vanish [Create Ticket] button

Instead of just vanishing the [Create Ticket] button for non-loggedin users on projects which require an authenticated user to create tickets, which confuses most users not savvy enough to already be logged in, put text which indicates that (maybe a hyperlink equivalent to login button)
Or, just have the [Create Ticket] button take you to a login page when necessary. Most people will figure it out.
