#785 SCM: changes to the interface

We need some additional changes to the SCM interface. Not all of this is going to be reflected in the mockup, so work with Nate for clarifications

nav should be as reflected in ui theme mockup
browse
history (with count) not log
branches (with count and expandable)
tags (with count and expandable) -
authenticated checkout strings (svn+ssh, ssh://) should include username string, for anon users this will be "USERNAME"

default view of a repository should be file browse for Master/Tip

in file browse README.[txt/markdown] should be rendered above the file list

in url, branch is referred to as "master:", should exclude the colon if possible
