When importing tickets, attachment URLs are fetched to be imported. If that fails, the import fails. It would be better to catch that error and keep going. Then include a list of all the failed attachment fetches in the email to the user, so they know that it imported but not completely. Then they will have a more-complete result and knowledge about how to fix the attachments if possible.
