#7968 Move the _nav.json endpoint into the /rest/ namespace
We should move /p/{project}/_nav.json to /rest/p/{project}/_nav.json and update our RAML docs to include this endpoint.
We also may want to remove the .json or rename the endpoint to be more consistant with the rest of our endpoints.
