#819 Ticket list updates
- Separate ticket number out into a separate column (keep the [#1] format but make it look like the attached mockup (blue))
- Remove the description column and replace with the summary
- Change ticket number label to ID
- Use alternating row highlights as in mockup
- Change "Assigned To" to just be "Assigned"
- Move ticket results count to below the ticket list
- Remove the "edit all" image from the top of the list on search result pages
- Remove "Save Search" link if you are not a developer or admin
- Move the "Search" and "Save Search" buttons to the right of the search dialog
