#8268 Make TroveCategory shortname unique per trove type
Currently the admin interface enforces TroveCategory shortname fields to be completely unique. But that isn't necessary and there are already many that are not in the default data (e.g. "kde" from User Interface :: Graphical :: KDE and from Topic :: Desktop Environment :: K Desktop Environment (KDE)). It only needs to be unique per trove hierarchy (e.g. within Topic, or within User Interface). (Even with that there are still some duplicates in the default data e.g. Topic :: Internet :: Log Analysis and Topic :: System :: Logging :: Log Analysis)
