#828 Create static html for the projects and users neighborhoods to replace the project listing

/p/ and /u/ are hideously slow, often timing out. They need to be replaced with some static content (served via the Neighborhood.homepage). The projects neighborhood should include

  • welcome to sf.net 2.0 beta
  • big project registration button
  • list of the existing plugins

The users neighborhood should include

  • welcome to sf.net 2.0 beta
  • description of what the users nbhd is
