#837 Improve Project Registration process

Create a new page that you hit right after a project is registered that installs a default set of tools:

  • tickets
  • wiki
  • forums
  • code (defaults to git) (this should be a pulldown that lets you choose git or svn)

Each should be a checkbox, and the the save button puts you on the admin page.
