#992 unicode error with committer name in SVN tool

A user (cchantep) cannot do any svn work anymore using newforge. His
public name is "Cédric Chantepie", which (as you can see) has a
unicode character in it. This appears to have caused the error seen
in the attached log file.

Should be fixed in [131d28695058dae6182c7c05171f0dece6b93cfd], which is now live. Please reopen ticket if there are still problems.
