Reviewed by Jenny. There were some concerns regarding templates vs widget template placements, but we agreed to postpone that until we figure out how to dynamically register tool templates (instead of statically enumerating them in allura's app_cfg.py).
Otherwise, this marks point when all referenced in the code templates are converted to Jinja, except for Tracker, which is wip in a branch.
