#1083 Correctly handle svn deleted directories when refreshing svn repositories
https://sourceforge.net/p/fidoreadphp/svn/4/tree/ is currently 500 because the repo refresh failed. The repo refresh failed because it contained directory deletions.
- Allow svn logs with directory deletions to successfully scan.
- Also write a script to force-refresh repositories like fidoreadphp/svn
