#1140 When tracker tool is deleted, its items are not and can be resurrected

If a tracker tool is deleted and later recreated with the same name, it turns out that old tickets are still in there (can be seen searching for ":").

    P.S. Just in case, I saw this with trac import. Like, import a batch, delete tracker, recreate it again, import same batch, search for ":", see that all tickets are duplicated (including #).
