perms admin should be in tabs similar to other interfaces

    Wow, the whole discussion admin is not in the current style. This screenshot looks like there are plans to change the theming for all the admin screens. For now I will just update the HTML of the discussion admin to match the current style. If we go with the new style of admin shown in this mockup, that should make it easier to bring all of the admin screens up to date together.

I did not do the "ajax style" changes Mark mentioned as I'm not sure quite whats involved. Perhaps this ticket should be closed and a new one opened with more details about the desired changes to permissions.
