#1452 Tool permissions overhaul

Need some love. We should do three things:
1) Add permissions links on each of the tools admin cards in:
https://sourceforge.net/p/allura/admin/tools
2) The permission management page have cards per permission with a title (what we have now) a short description of the permission, and a list of groups that have the permission under it (like the list of users on the usergroups page).
3) We need to display the usergroups that are defined in the app, as well as the special permissions anonymous and authenticated
