#1569 hgrc tweak for Hg https
Add to both existing & new repository's hgrc file (not the checkout's .hg/hgrc file):
[web] allow_push = *
Without this, hgweb rejects any attempt to write via the web interface. The '*' could be replaced by a list of authorized usernames that the basic auth will be reporting to hgweb, but that isn't actually required since the underlying fuse filesystem will be only granting write permissions to project members (for those member names that authorized with their SF password to the apache server).
SOG added a global setting in /etc/mercurial/hgrc
