With new https access to the scm repos, we should show the https checkout instructions after the ssh instructions. Perhaps mark the ssh as recommended somehow.

FYI, looked good to me in my review.
Refactored, retested, merged.
Refactored into new readwrite_https_path methods with corresponding .ini changes. Requires a service httpd restart after checking out the branch.
