Some activities like deleting spam projects, creating or removing neighborhoods, or the like need to be performed by support without manually editing mongo databases.

The first phase of this ticket is to gather requirements from the sourceforge support team, and add subtickets here.

    I don't think this ever got implemented, really. There is a paster command to create a new neighborhood, but nothing for deleting it. You can flag a project as deleted on its Admin Metadata page, but it's not completely gone.

    Since you're starting with a fresh instance of Allura, I'd recommend editing bootstrap.py where the default neighborhoods, projects, and users are set up. Running paster setup-app development.ini will in the Allura/ dir will go through that and set up the users/projects/neighborhoods that are in bootstrap.py.
