#1721 Enable claiming email addresses with verification

Users should be able to claim an email address, and that address should be associated with their user for the purposes of routing incoming mail, etc. Allura OSS currently allows addresses to be claimed but there is no verification email sent, and unverified addresses are treated the same as verified ones.

For sf.net, we should support having any number of email addresses associated with an account, verifying each of them as well.
