Currently, if import dump contains unknown users, which were also not mapped using --user-map, the fields containing them will be set to anonymous (note that besides a ticket proper, the talk is also about comments and attachments). This is not ideal, as projects probably wouldn't want to lose ownership information completely, while compiling 100% complete user map will be hard or not possible.
The obvious solution is to reset fields to anonymous, but including original ownership information in the body. For example, prefix ticket description with "Originally submitted by user_foo", comment body with "Originally by user_bar", or suffix attachment description with "(originally by user_baz)".
I'm not sure if this behavior should be optional (require special flag to be activated), or default. If it's made default, note that tests must be updated to account for this textual body change when making comparisons.
