#2290 Improve [[projects]] macro's label querying

The [[projects]] macro lets you search by label. Motorola would like to be able to "OR" labels together.

    Testing should be done by going to a wiki page that uses the projects macro and using pipe delimiter to separate projects.

    [[projects labels=root|test]] .. this should show root or sub1 if either exist.

    unit tests for this are in allura.tests.test_globals.test_macros
