The permission setting for the default user on creation of a discussion plugin fails. The plugin is created, but the plugin creator is not setup with configuration permissions.

This is breaking because our code expects there to be a "Developer" role. This role doesn't exist on the Forge project because it was created before we added that role. The quick fix is to manually add the role. I have added [#235] to prevent the Developer role from being deleted which could also cause this.
