#2922 Should be able to subscribe to code changes

Currently, the only way to subscribe to a code tool that you're not subscribed to, is to be a project admin and modify the admin setting (and hence be automatically be re-subscribed to all tools).

Should be a way to subscribe to the tool individually, both as a project admin as well as a non-project member.
