QA: Install all tools and make sure they all have a "Label" entry in their respective menu (all except the Subproject and Admin tools). Make sure label updating works.
The diff will make this look more complicated that it really was. The label editing was added to the base Application class only. But then I had to edit a bunch of the tools that weren't inheriting their admin_menu links properly.

Looks good (except for CVS tool, nothing to do there yet though), merged to dev.
