/rest/p/allura/, for example, currently 500s but it should expose tools & their metadata (type, mount point, label, etc) as well as general project metadata (name, icon, descr, members)

Pushed my branch forge:ww/2945 which addresses this issue and adds a ForgeGit api_root controller as well. Eventually this should have more metadata and better SCM information added to these.
