#3701 Load search bin counts asynchronously

To help speed up Tracker page load times, make an ajax request for search bin counts instead of calculating them in the initial request.
Also, on the Tracker index page, change the default page limit to 25 instead of 250.

QA: While on dev, create some tickets such that your search bins (under "Searches" in the left sidebar of the Tracker) have some counts in them. Now switch to tv/3701 and make sure the counts are the same.
