Sort by random.

Make sure that if a limit is set, that it is applied after the random sort.

    QA: Preferably do this on a sandbox where you've got a good number of test projects; if not, create some. In the neighborhood wiki, use [[projects sort=random limit=3 show_total=1]]. Repeatedly refresh the page and make sure you see different projects each time.

    Also try testing with the private=1 option and various sizes for limit.

    Minor concerns about potential performance issues with this on neighborhoods with large numbers of projects, but no suggestions on better way to accomplish this. We can worry about optimization later.
