Ming was updated to allow disabling instrumentation in [#2475]. Figure out how to use this to speed up the Tracker index page request. Current profiling on a prod-sized data set reveals 500-600k calls to icollection.instrument().

Not sure if it actually speeds things up though, so I'm just leaving this ticket in-progress and assigning it to Tim.
Closing this since [#3830] made it redundant.
