#3753 Rename /p/migrate neighborhood tool NEEDS SCRIPT

Move the /p/migrate neighborhood tool to a new url like /p/update, so that it won't conflict when the "migrate" project is migrated. "update" is the terminology we want to use rather than migration anyway.
