Move the /p/migrate neighborhood tool to a new url like /p/update, so that it won't conflict when the "migrate" project is migrated. "update" is the terminology we want to use rather than migration anyway.

Inform ctsai when live.

    • for an existing sandbox and prod, run: allurapaste script /var/local/config/production.ini /var/local/forge-classic/scripts/migrations/001-rename-migrate-tool.py
