#404 admin: improvement to tracker custom fields interface

I would like to edit my tracker custom fields in a way that does not expand the custom fields page indefinitely.
When I edit an existing custom field, I should select the field from a drag-drop orderable list. When I select the field, it should change a panel with the appropriate Label/Type/Options customizable properties.
When I create a new custom field, it should appear on the bottom with the label "New Field" and be selected by default to be a free form text field.
