Can not add new milestones to field managment for Support Tickets. I click the button, and noting happens. I try to move milestones from a lower rank to an upper one, and after I save they return to original location.
Confirmed when using Admin -> Tools -> Field Management
The "Edit Milestones" option in the tickets sidebar works for adding, but not for re-ordering.
Probably need to do a whole redesign of that page to fix this issue; ala [#404]

This bug causes two problems: a very unlikely (old) milestone is used as the default in new tickets (at least, until I add a new milestone), and changing the incorrect default requires scrolling to the end of the list, where the most recent milestones are found (after a recent conversion from classic).
