#434 project registration: handle capital letters/spaces/name conflict in project registration

As a potential project admin, I would like to have a better idea of what constitutes an "invalid project shortname". To this effect:
- capital letters should be accepted and implicitly lower-ed
- the invalid project name message should say "please use only letters, numbers, and dash characters"
- i should also get an error message if the project name i register is already taken on SF.net
