I have reports from three different projects that subscription emails aren't working after upgrade.
I've had one check his subscription preferences and everything seems fine there.
Another has mentioned that the subscription emails work fine for the tickets he logged in the new support tickets instance.
So, seems to be something affecting just migrated projects.

Re-opening since it looks like the fix didn't work for tickets.
I've confirmed with the hodoku admin that his subscription preferences shows "bugs-and-feature-requests", but he still didn't get a notification when he created a new ticket.
I'm seeing similar behavior for my "hawaiianshirt" test project as well.
Confirmed with users. Emails were just delayed due to processing around the push yesterday.
