#463 preserve SFX shortname on neighborhood migration

As a project developer, I don't want all of my project repositories to change when I move to a neighborhood.
This handles migration into a neighborhood, but not all cases of neighborhood movement.
Therefore if I am created in one neighborhood and move to another, I should keep my existing SFX project shortname for all external resources.
