is it possible to arrange forums by the order as i need?
and if it is impossible, can you make the such feature?

Doesn't seem possible to (re-)order. They seem to be sorted by name (not sure if by short name, or display title) at forum creation time, but subsequent changes don't reorder.

    We want to reorder the boards and did not find a way (or documentation) how to do this.
    The tools can be dragged and dropped (did this before and this works fine) but the discussion is only one tool with the boards below (configurable with "Forums" option). I've expected drag and drop here too, but it's not available...
