#4890 "Short Summary" text missing from Admin/Metadata page form after upgrade [ss489]

The project has a short summary, which is displayed correctly below the project name, icon, and members on the main project page: A PHP class for creating .... But on the Admin, Metadata page where I can change the fields, the Short Summary box is blank. I checked my other 2 projects, which have also been upgraded, and they are too are blank although they each do have a Summary.

Confirmed on the "phplot" project
