#4938 Date field in git code browser not respecting time zone [ss560]

I'm in the EST timezone (4 hours behind UTC). When I check files in
randomlib's git respository (newly upgraded), I notice that they are
display as having a date "4 hours ago". This is incorrect. It looks
like the timezone field on the git timestamps is being ignored?

I noticed the same thing on my test project earlier...
