#5194 For newly registered projects, don't send new wiki page email
When a new project is registered, an email is sent with subject [myproj:wiki] myusername created page Home and the body is the default content of a wiki page. That email is not very useful, and seems pretty odd (maybe even confusing) since it's the only email that goes out for a new project registration.
Also if SVN is selected, the new repo will send out an email with subject
[test:code-1] allura committed to test Code: Initial commitThe SVN notification doesn't happen any more (long ago, we stopped creating the r1 commit of trunk/tags/branches folders)
